The Interim government of Kyrgyzstan signed a decree on the deprivation of immunity from the ex-president Bakiyev. Already in the near future extradition request will be sent to Belarus. The General Prosecutor’s Office was ordered to bring Bakiyev for criminal responsibility. Many are awaiting the extradition of Kurmanbek Bakiyev in Kyrgyzstan and first of all, the new leadership of the country as this will amplify the positions of the interim government. But there are very few chances that the extradition will take place as Belarus does not intend to give away Kurmanbek Bakiyev, which was clearly stated by Alexander Lukashenko. It seems that the new leadership of Kyrgyzstan was not ready for such a development. After all, from the beginning statements were made that Belarus will certainly give away Bakiyev. Nevertheless, the interim government still hopes to arrest the ousted leader.

Many agree that the fact that Bakiyev is in Minsk, Belarus is the main factor of instability within Kyrgyzstan. But Lukashenko claims that this is not the primary reason. Experts say that Bakiyev became a bargaining chip in the political game between Belarus and Russia and Kyrgyzstan may suffer as a result. While Bakiyev is in Minsk, his supporters are trying to destabilize the situation in the country...

Kurmanbek Bakiyev is again considers himself as a president of Kyrgyzstan. He made this announcement during a press conference in Minsk, Belarus. At the same time, the ousted head of state did not say a word about his written document of voluntary resignation, which was signed by Bakiyev in Kazakhstan. The President of Kazakhstan Nursultan Nazarbayev has said at that time that he prevented a civil war in Kyrgyzstan. Arriving to Belarus and enlisting the support of Lukashenko, Bakiyev, apparently changed his mind and said that he once again became the president of Kyrgyzstan. Exiled from the country by tens of thousands of indignant citizens, who is also currently wanted for the shooting of demonstrators, accused of corruption, the former head of state said that the opposition is a political puppet trying to implement the will of other people, and that they are illegitimate.

Meanwhile, in southern Kyrgyzstan, in Jalalabad, Bakiyev's supporters staged a rally in his support. In the central square of the city people have set up tents and are preparing to remain there, until the ousted president returns back to the country. These people have also occupied the building of the regional administration and appointed their own governor. In the meantime the supporters of the interim government have also gathered on the same square...

Several people were killed and dozens were injured during riots in the suburbs of the capital of Kyrgyzstan. The disorders in the village of Mayevka began after the authorities refused to give the squatters the land that they have occupied. The mob broke into the yards; beat local residents, robbing and burning houses, stealing cattle. The villagers began to call their relatives and friends for help. By that time the law enforcement officials were already patrolling the exits from the suburbs not to let the mob into Bishkek.

The residents of suburbs have tried to negotiate with the aggressive mob; many were even willing to give them their own land in exchange for peace. At night, the detachments of the Main Department of Internal Affairs of Bishkek, Chui region and the Special Forces units have entered the devastated village. Many of the security forces are armed, and as they say, they are ready to take tough measures against the instigators and looters. The police was able to eliminate disorders during the night, but the next morning the squatters have yet again started to gather on the outskirts of the city and demand the release of those arrested during the night and the allocation of land lots to everyone...

The riots hit Kyrgyzstan yet again. In the suburbs of Bishkek, about two thousand land squatters, disgruntled by the fact that the authorities do not want to legitimize the land lots that they occupied after the events of April 7, entered the streets of Bishkek. The law enforcement officials, who have tried to bring order, were met with severe resistance. The local police department was destroyed. Young people - mostly unemployed residents of the newly build premises were destroying everything that came their way. They burned cars, smashed windows. The infuriated mob came to the outskirts of the capital. The representatives of the interim government and the Bishkek Mayor have arrived to the scene. The officials were unable to calm down the violent demonstrators. The squatters have taken the Mayor and the city commandant as hostages and went back to their newly build premises. The squatters demand to allocate them with land lots. A few hours before these events, the interim Mayor Isa Omurkulov has met with the squatters. The city authorities have tried to explain to people that their actions are illegal and that any attempt to seize the land outside Bishkek will be stopped by the law.

Meanwhile, the situation in other parts of the city is aggravating. The seizure of land is taking place everywhere; the residents of the regions are operating even in the parks. They do not intend to give up their positions, and plan to achieve the recognition of their right to the occupied areas...

The situation in Jalalabad is aggravating. The supporters of the head of state and those who support the interim government are “fighting” for the right to take the floor at the central square of the city. At the moment the situation remains stable and no open clashes were reported. The local residents say that while there is a bargain on the conditions of Kurmanbek Bakiyev’s resignation, the situation will remain tense. The residents of Jalalabad are scared by the information that the supporters of the president have firearms. Kadyrzhan Batyrov is a leader of the Uzbek diaspora in Jalalabad and a well-known philanthropist and businessman. He is very concerned about the developments and believes that in a difficult situation, politicians must think not about themselves, but rather about the consequences that their actions can lead to. According to him, "Bakiyevs have distributed weapons - more than one hundred and fifty guns. They have divided the city into sectors and are coordinating the further actions over the phone."

Everyone, including those who support President Kurmanbek Bakiyev, are tired from confrontation, which can lead to a serious conflict...

The president of Kyrgyzstan Kurmanbek Bakiyev still sees no grounds for a voluntary resignation. This statement was made on Sunday in Jalalabad, where the nominal head of state is hiding after fleeing from the capital. Bakiev left Bishkek after protesters of his rule stormed the Government House on April 7th under a hail of bullets. It is apparent from the statement the president feels it is not his fault many supporters of the oppositions were killed. According to some sources currently Bakiev is heavy guarded in a mansion in the Jalalabad suburbs. Experts and politicians say that the refusal to resign is complicating the situation in the country substantially and even posing a direct risk of an armed confrontation. It seems that the rule of dual power has settled in Kyrgyzstan. Following the acting legislation, Kurmanbek Bakiyev is still the president, while de facto the country is administered by an interim government led by Roza Otunbayeva. The parties are yet to reach any compromises or even enter talks. In this situation Bakiyev proposed for the conflict to be solved by a third party.

This initiative, however, is not supported by international organizations. On Sunday the OSCE special representative Zhanybek Karibzhanov arrived in Kyrgyzstan. He noted that the situation in the country is returning to normal and the conflict is an internal affair that should be deal with accordingly. Nevertheless, many experts agree that the situation remains rather precarious, more like a tug-of-war between the opposing sides, none of whom are ready to give up. The head of state has no real power to influence the political processes in the capital and most of the country, but at the same time refuses to resign...

The relatives and the supporters of disgraced general Ismail Isakov are continuing their protest actions in Osh region of Kyrgyzstan. The fellow-villagers of the former defense minister are demanding to free Isakov. People are gathering in the Isakov’s parental house since early morning. Mainly these are the closest relatives of the convicted. They brought fuel cans with them and threaten to take extreme measures. The protesters say that despite of prohibitions, they are planning to continue the action. The fellow-villagers are categorical and threaten to sacrifice their lives to free the retired former defense minister. The relatives and fellow-villagers of Ismail Isakov are preparing a written appeal to the President and Prime-Minister of Russian Federation. They hope that Russian top officials will help liberating the general.

The parental house of Ismail Isakov is in the Sopu-Korgon village, is the only place, where according to the protesters, they feel themselves secured...

The verdict over the case of the former Kyrgyz Defense Minister Ismail Isakov was announced today in Bishkek. Isakov was convicted for eight years of imprisonment without deprivation of property and shall serve his sentence at the medium security colony. It was a shock for many. The relatives of Ismail Isakov were in hysteric in the court room. The convicted does not accept any of the clauses of the accusation. The retired head of the defense ministry was arrested right in the court room. He was put to the temporary detention facility of the National Security Agency. Moreover, by the court decision Ismail Isakov was deprived of his military rank of general-lieutenant. The defending side is intended to appeal against the decision of the court in the superior court.

Today the Kyrgyz Parliament was electing its Speaker. The voting procedure was conducted under the secret ballot system. Almost all the deputies from “Ak Jol” pro-presidential political faction have voted for Zaynidin Kurmanov, which was predictable - his candidacy was approved during the faction sessions. Before the voting procedure, Kurmanov has presented his program. As an ex-scientist (Kurmanov is a historian) he wants to introduce more analytical moments into the work of the parliament...

Presidents of Russia - Dmitry Medvedev, Byelorussia – Aleksandr Lukashenko, Tajikistan – Emomali Rahmon, Kyrgyzstan – Kurmanbek Bakiev, Armenia – Serzh Sargsyan and Turkmenistan – Gurbanguly Berdymuhammedov have arrived to Almaty to attend the informal summit. It is being informed that the president of Uzbekistan Islam Karimov was also invited to the summit, but the confirmation from Uzbek leader was not received. The official mass media of Uzbekistan do not inform concerning the possible visit of Karimov to Kazakhstan.

A saturated program is awaiting the presidents on one of the objects of high-altitude complex, which is included in the program of upcoming Asian Games – 2011. The heads of states will discuss the creation of the united economical space and the process of formation of the Customs Union within the EAEC. Moreover, the leaders of the countries will exchange opinions over a wide range of issues, connected with the provision of economical, humanitarian and political security in the region. The summit is being held on the eve of the tenth anniversary of EAEC and the start of chairmanship of Kazakhstan in this community in 2010...
